You might also want to look into what radio system your local fire department(s) use. If they're on a simple non-digital and/or non-trunked system, a $100 handheld scanner would do the trick.
I've shot a few times where I simply wedged the wireless mic in my pocket with the scanner. We've never had any problem airing scanner nats. As a matter of fact, one of our local PDs liked the story with their SWAT scanner nats in it so much, they wanted a copy.
