There are two different types of polarized filters. One is the circular (rotating it to polarize the scene) and a linear polarized filter (it does not need to be rotated for effect). If you use a linear you must (generally) use a matte box (=$).
The graduated ND filter is just that, graduated. It has the tint gradually applied and must be used with a matte box as well. I've used it to knock down the sky so my contrasts are equalized (more or less). Other applications but you get the idea.
Most important is they are nice tools to have if you can get them.
