Default Stringers and the unions

Can anyone shed some light on how the unions (NABET in my area) view stringers/freelancers providing stories to their stations?

Are there certain restrictions imposed. For instance, if the story is new-breaking they will allow it but not a feature story that the station could/should have given to them.

Typically spot news content is bought on a per incident basis. It is used as raw materiel only. Pre-created stories would not be used, though creative content types could be flexible, but unlikely.
