Summer or back-up help

Do stations, specifically in the New England area, hire Summer or vacation/back-up shooters like they used to when I first started out? Need they be union if the station is?

They used to in SF and Sacto in CA but it seems to have disappeared since the early 2000s...

At WUSA9 in DC we still do and are actively looking for a 16 week vacation relief photog now. Can't remember if union is required, but not onerous even if it is.
