I currently shoot with a 1/2" camera...the lens goes to 1.4. I have noticed I have not ever seen a 1.4 2/3" lens, 1.8 is about the lowest it goes. The specs for a lot of the 2/3" cameras say its a 1.4 prism system, but um...ya, no lenses go that far. Is 1.8 on 2/3" actually the same as 1.4 on 1/2"?

F stop is the ratio between the focal length of the lens and the diamater of the diaphram opening.
A more accurate way of comparing one lens to the other is by T stops which is the actual light transmission specification. Unfortunately video lenses, unlike film lenses, do not normally come with T stop markings.
